ARBORY PARISH COMMISSIONERS MINUTES SEPTEMBER 2011
The Monthly Meeting was held at 7.30pm on Wednesday 21st September 2011 at the Halley MacLiag. Present were Mr Cowin (Chairman), Mr Rae, Mr Cringle, Mrs Edds and Mr Berry. The Clerk was in attendance
The Minutes of the August 17th Meeting, having been circulated, were confirmed as a true record and signed.
The following on-going matters were discussed:-
Risk Matters
Members were given copies of the revised Risk Strategy document, for study prior to the October Meeting.
Highways Matters
Mr Berry reported on a recent meeting of the Southern Liaison Group. There were no new issues affecting the Parish.
Municipal Association Matters
Mr Berry reported on a recent meeting of the Association.
Events
Garden Competition prize-giving – it was agreed to hold the event on 10th October.
Christmas Event – Mrs V Kneale and Mrs M Cringle, of Ballabeg WI, attended part of the meeting to discuss the Father Christmas/Rushen Band concert event on 5th December. It was agreed to continue more or less as previous years, but to give the concert part more publicity.
Tree Cutting at Friary Park
Three quotes were received and it was agreed to accept the lowest tender, that of Dave Reilly.
Southern Area Plan
It was noted that the Chairman would be representing the Commissioners before the Inspector on October 4th and 5th.
Budget Report
The budget report for the period up to 31st August was received and noted. There were no significant deviations from plan.
Planning Matters
It was noted that the Colby Football Field planning application for 35 dwellings would be considered using “calling in” procedure, that is there would be no first stage and the application would go direct to an Inspector, who would report to the Council of Ministers, whose decision would be final.
Sundry Correspondence & Other Matters
The following correspondence was received:-
- Invitation to re-opening Colby Chapel, Oct 1 & 2. Noted.
- Pooill Vaaish Quarry – it was noted that Malew Commissioners had queried whether it was correct for rates levied on the quarry to be received by Arbory.
- Election rule changes. Noted.
- Local Authority Handbook – revised version. Noted.
- Tax changes consultation – No comments.
- An invitation to Castletown Civic Service on 9th October. Several members indicated that they would attend.

Sundry Matters Raised
The following issues were raised by members:-
Mr Rae raised the following matters:-
- Hedge trimming between Arbory School and Colby
- Overgrown fuchsia at Bridge House, Colby Bridge
- Overgrown estate name sign at Ballacriy entrance
- Blocked culverts at Ballacriy
- Painting of the George H Costain seat at Colby Bridge
- Additional road scrapings for the Ballamaddrell Allotments entrance.
