Minutes - May 2011 Monthly Meeting

The Monthly Meeting was held at 7.30pm on Wednesday 18th May 2011 at the Halley MacLiag. Present were Mr Cowin (Chairman), Mr Cringle, Mrs Edds and Mr Berry. Apology for absence was received from Mr Rae. The Clerk, Mr Lowey, was in attendance

Election of Chairman and Vice-Chairman 20011/12

With Mr Berry in the Chair, it was proposed by Mrs Edds, seconded by Mr Cringle, and agreed, that Mr Cowin be elected Chairman for the year ending 30 April 2012.

Mr Cowin took the Chair and thanked Mr Berry for his two years chairmanship. Mr Berry thanked the members for their co-operation.

It was proposed by Mr Cringle, seconded by Mrs Edds, and agreed, that Mr Rae be elected Vice-Chairman for the year ending 30 April 2012.

The Minutes of the Meetings held on 20th April 2011 and 9th May were confirmed as true records and signed.

The following on-going matters were discussed:-

Risk Matters

The Clerk advised that he and Mr Berry were to meet Mr John Edwin of Edwin McGrath, Risk Advisor, on 19th May to conduct the annual review of risk matters.

Highways Matters

The following highways matters were discussed:-

- Glen Road repairs – the Highways Division advised that there were unlikely to be any repairs done in immediate future. Disappointment was expressed.

- Round Table House – no response received from Highways Division.

- Duck Street road lining – new lining postponed until after the Southern 100 races.

- Home zone humps – a letter was received from the Mr R Pearson, Director of Highways, advising that home zone bumps at estate entrances were considered necessary for speed control and liability reasons. Mr Pearson invited the Board to submit instances where the bumps and adjoining roads were deteriorating. It was agreed to bring the state of Ballacriy entrance to the attention of the Highways Division.

Police Matters
There was nothing affecting the parish to report from the April police meeting. Mr Cowin agreed to attend the May meeting.

Municipal Association Matters

Mr Berry reported on a recent meeting of the Association, attended by Mr Graham Cregeen MHK, DOI political member. Amongst the matters discussed had been public audits, street cleaning, electoral boundaries, health strategy, civic amenity sites, waste management, byelaws and the delegation of planning powers to local authorities.

Refuse Disposal

The Clerk reported that Buck Recycling was willing to provide and empty a 240 litre bin for plastic bottles at each of two bring sites in the Parish. It was agreed to proceed with this on a trial basis.

Colby Clock Structure

It was reported that Mr Alan Leece of T.E. Leece & Son Ltd had advised that his equipment had detected no movement in the clock structure in the last three months.

Future Events 2011

The National Week coach trip on 8th July was further discussed.

Keys Election Public Hustings Meeting

The Clerk advised that the event had been organised for Thursday 22nd September.

Planning Comments made by the Board

In response to previous correspondence , concerning the Commissioners planning comments seemingly being largely ignored, a suggestion was received from the DOI Minister that the new Planning Director might meet the Commissioners. It was agreed to invite the Director to the next monthly meeting.

Planning Matters

The following planning applications were received:-
- 1100526- 28 Cronk Cullyn – extensions – no comments.

The following planning decisions were received and noted:-

- 11/00444 – Field 421507 Ballamaddrell – re-location of barn, etc – Approved.
- 10/1615 – 72 Friary Park – fencing and wall – Partially refused on Appeal.
- 10/917 – Colby AFC – revised lighting – refused on Appeal.

Land adjoining Earystane Chapel – advice was received from the Planning Department that any enforcement action regarding the unauthorized sheds in the field adjoining Earystane Chapel was unaffected by the recent planning approval.

Ballacomish, Ronague Road – Mr Cowin reported that members had been invited to view the new development at Ballacomish and that he, Mr Berry and the Clerk had attended.

Sundry Correspondence & Other Matters

The following correspondence was received:-

- Review of On Street & Off Street parking issues – no comments.

- Invitation to Onchan Civic Sunday Service – No members were available to attend.

- Invitation to Tynwald Garden Party 3rd July.

- Notes on petitions to Tynwald - noted.

- End of Life Care Project Facilitator – noted.

- Diamond Jubilee of the Lord of Mann – agreed to give further consideration as to whether to arrange some form of celebrations.

- Temporary speed limit on Southern 100 course – noted.

- Consultation on education for the workplace – no comments.

- Local authority induction course review – questionnaire completed.

- Road closures notices for the Pre TT races on the Southern 100 course - noted.

- A letter was received from a Cronk Cullyn resident, regarding four highways related concerns. It was noted that the matters had all been previously brought up with the Highways Division or the Police. It was agreed to again pass on the comments to the relevant authorities.

- A request was received from a Bradda resident, requesting an allotment at Ballamaddrell. It was noted that two plots were unoccupied and it was agreed that there was no objection to non-Arbory residents having a plot, provided that no Arbory residents were on a waiting list.

- A letter was received from the DOI Local Government Unit, regarding revision of the local authority petition process.

- Permission for a poppy day street collection in November 2012 was given.

- A letter was received from The Armed Forces Day Committee, regarding Armed Forces Day on 26th May. Noted.

- A letter was received from a Friary Park household, regarding dog fouling and the Commissioners recent letter to all Friary Park residents. Noted.

- A request was received from Mr D Humphrey of Heritage Homes Ltd, for a meeting to explain the plans for the development of the existing Colby AFC football field. It was agreed to meet Mr Humphrey on 31st May.

Mr Cowin left the Meeting at 9.15pm, and, in the absence of the Vice-Chairman, Mr Berry was elected as temporary Chairman for the remainder of the meeting.

Sundry Matters Raised

The following issues were raised by members:-

Mr Berry reported that he had received a complaint from a property owner at Ballacriy, regarding hawthorn bushes over-hanging her property. It was agreed to investigate further.
