MINUTES JUNE 2011 MONTHLY MEETING
The Monthly Meeting was held at 7.30pm on Wednesday 15th June 2011 at the Halley MacLiag. Present were Mr Cowin (Chairman), Mr Rae, Mr Cringle, Mrs Edds and Mr Berry. The Clerk, Mr Lowey, was in attendance.
The Minutes of the May 18th Meeting, having been circulated, were confirmed as a true record and signed.
The following on-going matters were discussed:-
Risk Matters
It was noted that Mr Edwin’s annual report had been received.
Highways Matters
The following highways matters were discussed:-
- Glen Road repairs – it was noted that patching was to take place in the vicinity of Ballachrink and Costain Close entrances. It was agreed to suggest that the very sunken manhole covers on the lower part of Glen Road should also be attended to.
- Round Table House – Advice was received from the Highways Department that the situation with scaffolding and building materials at the road edge was not considered to be a safety issue.
- Glen Road junction – it was reported that the bushes blocking visibility onto the Main Road had been partially trimmed.
Mr Berry reported on the June meeting of the Southern Road Traffic Liaison Group. It was noted that road lining at Duck Street corner would take place shortly after the Southern 100 races. It was also advised that the visibility at the bus stop opposite Vicarge Close would be shortly improved by trimming back bushes.
Police Matters
Mr Cowin reported that there had been no crimes in the Parish during the previous period.
Future Events
The details of the National Week coach trip on 8th July were further discussed.
Planning Comments made by the Board
It was confirmed that the DOI Minister and the new Head of Planning would attend the July Meeting to discuss the role of the local authorities in planning.
Photograph Competition
Mr Cowin displayed the entries that had been received and the winning entry, runner up, highly commended and commended entries were chosen. Mr Cowin agreed to present the prizes at Arbory School.
Planning Matters
The following planning applications were received:-
- 1100721 - Thie my Chree, Ronague – conservatory and porch – no comments.
- 1100673 – Cronk Darragh House, Ballakaighen – conservatory – no comments.
- 1100684 – Colby Football Field – 35 dwellings. Mr D Humphrey from Heritage Homes attended part of the meeting to discuss this application. It was agreed to express concern over the seeming inadequacy of then lower part of Glen Road to take the additional traffic generated. The visibility at the proposed estate entrance when travelling up the Glen Road, the narrowness and absence of a pavement in the Colby Beg vicinity, and the junction with the Main Road, were felt to be particular issues. It was also felt that the density of the proposed development was too great and not in keeping with the area, and that approximately twenty dwellings would be more acceptable.
Decisions:-
- 1100526 – 28 Cronk Cullyn – extension – Approved
- 1100427 - 5 Ballachrink – extension and two dormers – Approved.
Appeals, etc:-
It was reported that the Southern Area Plan Inquiry had been postponed until October, due to the illness of the inspector.
Sundry Correspondence & Other Matters
The following correspondence was received:-
- Invitation to Peel Civic Service – no members able to attend.
- Invitation to Douglas Civic Service – no members able to attend.
- Invitation to Armed Forces Day celebrations – no members available to attend.
- Request from DOI for copy of Standing Orders – agreed to provide a copy.
- Trees at Friary Park Play Area – noted that, following a complaint from an adjoining property owner, a Forestry Division inspector had advised that three mature ash trees were decayed and should be felled. Mr Berry, as an adjoining property owner himself, declared a personal interest. It was agreed to seek the necessary permits and quotes for the work.
- Ballabeg WI – plants for Ballabeg Station – agreed to assist the WI by reimbursing the cost of plants.
- Road closures, etc for Parish Walk – noted.
- Consultation of local authority elections 2012 – no comments.
- Arbory Burial Ground audited accounts 2010 – noted.
- Waste disposal questionnaire.
- E-mail from Port Erin resident, enquiring whether there were any suitable buildings or plots for a nursery in Ballabeg. The members were not aware of anything suitable.

Sundry Matters Raised
The following issues were raised by members:-
Mr Rae raised the following matters:-
- Use of liners in dog bins – agreed to raise with Mr Jones and provide liners when required.
- Developing potholes at Cronk y Thatcher entrance and Cronk Cullyn pedestrian entrance – agreed to advise Highways Division.
- The slowness in removing road warning signs after completion of the works – agreed to bring to the attention of the DOI.
- Developments on Glen Road and elsewhere seemingly outside permitted development – agreed to raise with Planning Department.
- Absence of any progress on the refurbishment of Ballacarmick, Main Road, Colby – agreed to pursue again with the owner.
Mr Cringle raised the following matter:-
- The construction of the bus layby at Ballacubbon, Colby, that seemingly prevented the buses from pulling completely off the Main Road – agreed to raise with the appropriate authority.
Mrs Edds raised the following matter:-
- A Commissioners open day being held at Kirk Michael, publicising community activities.
