SPECIAL MEETING - 12TH JANUARY 2010

A Special Meeting was held at 8.00pm on Tuesday 12th January 2010 at the Little Church, Colby. Present were Mr Berry (Chairman), Mr Rae, Mr Cringle, Mrs Edds and Mr Cowin. The Clerk was in attendance.

The following matter was discussed:-

Draft Area Plan for the South

The DOLGE draft document was considered at length and the following comments were agreed:-

1. There was approval of the general strategy of the draft Plan as far as Arbory was concerned, that is that little change beyond what has been previously proposed is needed or anticipated.

2. The proposed areas for future residential development, mostly already holding residential approval, were accepted as reasonable. It was also felt that these sites were sufficient to meet the likely needs of the next decade and that it should be emphasised that no further sites should be added as a result of the consultation process.

3. In view of the changing age profile of the population, there was a need for more affordable housing for the elderly within the Parish.

4. There was support for the establishment of small-scale, craft-type industrial activity on suitable sites within the villages and countryside.

5. There was support for the provision of a Low Cost Community Activity Hall, possibly as part of a re-development of Arbory School.

6. There was support for the designation of a site adjacent to Arbory School for educational purposes, to allow further facilities and improved traffic management.

7. The existing recreational use of part of the Ballabeg Shop Field, removed in the new draft Plan, should be reinstated.

8. A recycling bulking-up centre, possibly at Balthane, was supported.

9. The property owners in the proposed Ballabeg Conservation Area should be properly consulted.

10. The position of the south side of Colby Bridge within the Colby Conservation Area should be clarified.

11. The area plans should be reviewed more frequently, say every five years, to account for changing circumstances.
