MINUTES OF DECEMBER 2010 MONTHLY MEETING

The Monthly Meeting was held at 7.30pm on Wednesday 15th December 2010 at the Halley MacLiag. Present were Mr Berry (Chairman), Mr Rae, Mr Cringle and Mr Cowin. Apology for absence was received from Mrs Edds. The Clerk, Mr Lowey, was in attendance.

The Minutes of the Meeting held on 17th November 2010 were confirmed as a true record and signed.

The following on-going matters were discussed:-

Risk Matters

There were no new issues.

Police Matters

It was noted that there had been two minor crimes committed in the Parish during the previous month.

Community Strengthening Initiatives

Mr Berry reported that a Christmas coffee morning had attracted approximately twenty people. He advised that Mr and Mrs Rae and he had distributed flyers in Ballabeg and Colby and that attendance at the weekly coffee afternoons would be reviewed in the Spring to determine whether to continue with the project.

Gardens Competition

The competition and presentation were reviewed. It was agreed that the prize-giving event had been successful and that the competition would be given increased publicity next year, in order to expand the involvement of householders.

Christmas Event

The event was reviewed. It was noted that attendance at the band concert had again not been very good and it was agreed to take up the Ballabeg WI Secretary's suggestion that the format should be discussed before next Christmas. It was also agreed to investigate hiring a snow machine for next year.

Streetlights

Advice was received from the MEA that the arm and fittings of Streetlight AR124, opposite John Jimmys, Main Road, Colby, are beyond repair and that a replacement would cost approximately £500. It was agreed to proceed with this replacement.
Advice was received from the MEA that the normal charge for re-painting a single light standard was £120, but that if a large number was involved, this could reduce to approximately £70 each. It was agreed to take this matter further.

Parking on Pavements

An e-mail was received from a resident, complaining about a vehicle frequently parking partly on the pavement in the vicinity of Primrose Cottage, Main Road, Colby. It was agreed to bring this to the attention of the Police. It was felt that the parking on pavements, although presumably done with good intentions, was a widespread problem that should be addressed by the Police or the DOI Road Safety Officer.

Grit boxes

It was noted that residents had requested additional boxes at Cronk y Thatcher entrance and Friary Park, and that these requests had been passed on to the DOI Highways Department.

Monthly Budget Report

The monthly report was received and noted.

Bond Renewals

It was noted that £10,000 bonds were due for repayment or renewal on 31st December. It was agreed to invite renewals at an unchanged rate of 3.5%pa for 1 year.
Mr Rae declared a personal financial interest and took no part in this discussion or decision.

Planning Matters

The following planning applications were received:-

1001694 - Ballaoates House, Glen Road – Garaging & leisure facilities incl swimming pool, gym & facilities – no comments.
1001802 – 20 Ballacubbon, Ballabeg – conservatory at rear – no comments.

1001450 – Earystane Chapel – utility room – Refused.
1000722 – The Coach House, Ballabeg – Detached garage/carriage house – Approved.
1001436 – The Croit, Colby – Agricultural shed – Approved..

Appeals, etc:-

1001435 – Orryside, Main Road, Colby – three residential plots - Application withdrawn
1000917 – Revised lighting, Colby AFC project – Appeal to be held. It was agreed to re-iterate the Commissioners views on the height of the lights on the approach road.

Sundry Correspondence & Other Matters

The following correspondence was received:-

- Anti-competitiveness workshop notes for reference - noted.

- Consultation on proposed revised highways legislation. It was noted that it was proposed to permit increased length of road closures for filming and easier parking of large vehicles connected with film-making. It was felt that road closures for sporting events and filming were already near the limit of public tolerance, and that parking of filming vehicles should not be permitted to ignore basic road safety considerations.

Sundry Matters Raised

The following issues were raised by members:-

Mr Cringle raised the issue of frost damage on the road surfaces in several locations, including Ronague Road, Grenaby Road and parts of Ballacriy.

Mr Cowin reminded members that Mr Sewell of the DOI had promised to look into having the iron railings at Ballabeg Shop corner re-painted. It was agreed to pursue this.
